    This is a bit of an oversimplification. Saying something is a right is easier than delivering. The article points out that not all Brazilians have access. Whether comprehensive health care is a right is an open question. I don’t think there’s as much controversy over whether public health is important to society (immunizations, substance abuse reduction, clean water, etc.) and many people see an obligation to reduce suffering.
